Every year, babies who have been exposed to substance in utero are born in Wisconsin. Knowing what to do can be a challenge. This presentation describes some of the basics of the Child Protective Service process—who needs to report, Wisconsin statutes relevant to substance exposure, the information that is needed, the hospital visit, and the range of initial determinations/actions.

Meet the instructorS

Laura Baker, MSW

Laura Baker has worked in child welfare for 18 years and has been employed with the Division of Milwaukee Child Protective Services for the past 15 years. She has worked as an Initial Assessment Supervisor for a unit specializing in substance-exposed infants and neonates and drug endangered children since 2015.

Lauren Borkenhagen, MSCP

Lauren Borkenhagen has been employed with the Division of Milwaukee Child Protective Services for close to 10 years and is currently an Initial Assessment Specialist Senior at the Division of Milwaukee Child Protective Services on the Drug Affected Infant and Unborn Child Abuse unit. She has worked in this capacity since 2019.
